Missouri-American Water seeks $179M annualized incremental rev.
Missouri American Water Company (MAWC) has submitted a general rate increase request to the Missouri Public Service Commission, seeking an annualized incremental revenue of $166.6 million, or approximately 34.4%, for water and sewer services. This follows a prior rate increase in May 2023, which raised the average residential customer's monthly bill by about $18. The proposed increase includes a 113% rise in the fixed monthly customer charge, from $10.00 to $21.34.
The rate request also proposes a return on equity (ROE) of 10.75%, exceeding the company's currently permitted ROE of 10.0%. Additionally, MAWC has introduced a Revenue Stabilization Mechanism (RSM), which would automatically adjust rates to maintain the proposed ROE in response to fluctuations in sales. This mechanism, enabled by state legislation in 2018, could lead to more frequent and volatile rate adjustments between formal rate case reviews.
The Missouri Public Service Commission's Office of Consumers Council has intervened in the case, emphasizing the need to ensure affordability for all customers, particularly those with limited financial means. MAWC is a subsidiary of American Water, the largest water utility in the United States, which reported 2023 earnings of $4.90 per share and affirmed long-term growth targets of 7–9% for earnings and dividend growth. The company has also increased its 2024 earnings per share guidance to $5.20–$5.30, reflecting the impact of a note restructuring related to the sale of its former Homeowner Services Group.
The outcome of MAWC's rate case will be closely watched by regulators, consumers, and investors, as it reflects broader trends in utility rate-setting and infrastructure investment.
