The Directorate for Priority Crime Investigation (Hawks) executed warrants on March 2, 2026, charging the trio with improperly awarding contracts to a service provider in 2023, violating the Public Finance Management Act.
The arrested officials include Buthelezi, 55; Dr. Malixole Mahlathi, 67, former deputy director-general; and Phineas Phaswa Mamogale, 46, the chief financial officer. They are set to appear in the Pretoria Specialised Commercial Crimes Court on June 3. The company linked to one suspect is also charged as a "fifth juristic person," as payments were directed to the entity. A fourth suspect—the service provider— remains at large.
The investigation, initiated in April 2024 by the Hawks’ National Serious Corruption Unit, alleges that funds were misallocated through irregular procurement processes. All three arrested officials were granted R10,000 bail each, with restrictions prohibiting passport use, workplace access, and witness tampering.
This case adds to ongoing anti-corruption efforts in South Africa. Last week, 38 individuals in the Mpumalanga Department of Education faced charges in an alleged R114 million tender fraud, highlighting systemic governance challenges.
