NATO secretary general Rutte: NATO summit in Ankara will focus on turning extra spending into combat-ready capabilities
NATO Secretary General Mark Rutte has emphasized that the upcoming NATO Summit in Ankara will focus on converting increased defense spending into tangible, combat-ready capabilities. During a meeting of Allied Defence Ministers on June 18, 2026, Rutte noted that ministers made “good progress” on key priorities, including enhancing investment in defense forces and capabilities. He stressed the importance of transforming financial commitments into operational readiness, stating, “you can’t stop a missile or a tank with a dollar or a euro”.
Rutte highlighted the need for European Allies and Canada to take greater responsibility for their defense, supported by U.S. military power, as part of a modernized NATO 3.0 framework. At an Atlantic Council event on June 25, he reiterated that the Ankara summit would focus on delivering on prior commitments, particularly the 5 percent GDP defense spending target. Allies have collectively increased defense spending by $1.2 trillion over the past decade, and Rutte expects further concrete plans for investment, including “tens of billions of dollars” of new contracts with defense industry partners.
The secretary general also underscored the importance of a transatlantic defense industrial revolution, emphasizing the need for innovation and faster production of advanced capabilities, including AI-integrated systems. The summit will also reaffirm support for Ukraine, with further pledges of assistance confirmed through initiatives like NATO’s PURL.
