Hepsor AS: Hepsor signs loan pact with Coop Pank, starts construction of new residential buildings in Paevaelja

Hepsor AS has secured a loan agreement with Coop Pank to support the development of new residential buildings in Tallinn’s Paevälja quarter. The loan, part of Hepsor’s broader strategy to expand its residential portfolio in Estonia, will finance the construction of two apartment buildings at Paevälja 7, with a total contract value of €10.2 million, excluding VAT. The project, led by Hepsor SOF OÜ—a joint venture between Hepsor AS and EfTEN Special Opportunities Fund—includes 70 apartments and supporting infrastructure, with construction scheduled to begin in June 2026 and conclude by autumn 2027.

The Paevälja development is part of a larger, phased regeneration of the former airfield area in Lasnamäe. To date, 18 apartments have already been sold under pre-construction contracts, reflecting strong demand for affordable, high-quality housing in the district. The buildings will feature energy-efficient design, including A-energy-class certification and electric vehicle charging infrastructure, and dedicated storage spaces, aligning with Hepsor’s commitment to sustainable development.

This project follows recent loan agreements with LHV Bank for the Manufaktuuri Factory and Manufaktuuri 12 developments in Tallinn, which together amount to €40.3 million in financing. Hepsor continues to expand its presence in Estonia, with ongoing projects in multiple districts and a growing portfolio of residential and commercial properties. The company has developed over 2,000 homes and nearly 44,000 m² of commercial space since its inception.
